The 2019 Reform: One Number, One Format, Nationwide
Before August 2019, dialing in Mexico was a maze: "01" for long-distance domestic calls, "044" or "045" to reach mobiles, and a floating "1" that appeared in E.164 mobile numbers (+521XXXXXXXXXX) but not landlines (+52XXXXXXXXXX). The Instituto Federal de Telecomunicaciones (IFT) eliminated all of these with a single rule: every Mexican number is 10 digits, dialled the same way from anywhere in the country. No prefixes, no distinction between mobile and landline routing.
The area code system mirrors the NANP in concept: bigger cities get shorter codes. Mexico City and its metropolitan area share 55, giving eight digits of subscriber space. Guadalajara uses 33, Monterrey 81, Tijuana 664, Cancún 998. Smaller cities use three-digit codes (e.g. 777 Cuernavaca, 871 Torreón), leaving seven digits for the subscriber. The total is always 10.
The 2019 reform also fixed the long-standing E.164 inconsistency. Legacy databases may still contain 11-digit Mexican mobile entries in the old +521XXXXXXXXXX format — that extra "1" after the country code is now obsolete and should be removed. Current E.164 for all Mexican numbers is simply +52 followed by the 10-digit number.
